For about six months i've been trying to find software so I can try to
create my own games so I can get a little practice for when i start
doing computer science. Is there a good piece of video game software u
can either buy or download on computer or laptop and you can actually
create full length video games? And if there is, what is the name of it
and what does it do?

Dont know what kind of game you want to create but creating a FirstPersonShooter or a round-based RolePlayingGame for example is veeeeeery different.

I just know the good old RPG Maker. With it you're able to create 2D "Super Nintendoish" RPG's, it's very retro but if you're good at it you can pull off amazing things. I'm not up to date with that software but I bet you can find some older versions of that programm for free somehwere in the web.

When it comes to high graphics or giant overworld maps like in most modern games I hardly doubt that there is any free good software, though you can always try to create you're own campaign and levels in HalfLife2 for example or other FPS games which have an editor. After all that is what most modders do.

Well, it all depends on what type of game you want to make. I actually just started at a game developer education and got a few programs showed to me that could be used to make video games (both 2d and 3d):

GameMaker

Construct (by Scirra)

UNITY

UDK (Unreal development kit)

I think that you can get these programes online, but not all of them are for free.... I don't quite remember what every program does, but I think that GameMaker is more for 2d games, while the other ones can be used for both. So, go check them out and see if they are any help to you ^^ (Sorry for the bad info, but I seriously can't remember that much about them^^")
